PPWR is coming August 12, 2026: what Amazon sellers must do

What PPWR is (and how it differs from EPR)

PPWR is the EU's Packaging and Packaging Waste Regulation. It's easy to confuse with EPR, so the clean distinction: EPR is about registering and paying for the recycling of your packaging (in Germany that's LUCID); PPWR is about how your packaging is designed — size, materials, recyclability, and restricted substances. They stack. You still need your EPR registrations; PPWR adds design rules on top and, crucially, tightens how marketplaces police the whole thing.

What changes for Amazon sellers on August 12

This is the part that can hit your listings directly. From 12 August 2026, marketplaces are required to make sure their sellers hold valid packaging-EPR registrations in every EU country they sell into — not just where the seller is based. A missing or invalid registration can mean immediate listing suspension, with no grace period.

There's a fallback, but treat it as a red flag, not a plan: sellers without their own valid EPR number tend to get auto-enrolled in Amazon's "Pay on Behalf" arrangement, which you don't control and which doesn't replace being properly registered. If you sell Pan-EU, the safe position is your own registrations in place well before the date.

What PPWR actually requires of your packaging

The regulation phases in over years, but the first-wave items an e-commerce seller should care about now:

• The empty-space rule. E-commerce and grouped packaging is capped at roughly 40% empty space — oversized boxes with a small product rattling inside are the target. Right-size your packaging.
• PFAS in food-contact packaging. A restriction on "forever chemicals" (PFAS) in packaging that touches food — directly relevant if you sell things like vacuum-seal bags or food containers.
• Design-for-recyclability, on a roadmap. Recyclability requirements and minimum recycled-content thresholds phase in, with recycled-content obligations from 1 January 2030. Not urgent for August, but worth putting on your supplier conversations now so it isn't a redesign emergency later.

As with GPSR and EPR, if you manufacture outside the EU you generally need an EU-based authorised representative in the mix.

The pre-deadline checklist

1. Confirm your EPR registrations are valid in every country you sell in — LUCID in Germany, plus the equivalent in France, Italy, Spain and anywhere Pan-EU stores your stock. This is the one that can suspend listings on August 12.
2. Enter the registration numbers in Seller Central so Amazon's compliance check clears — don't leave it to the Pay-on-Behalf fallback.
3. Audit your packaging for the ≤40% empty-space rule and right-size where a box is mostly air.
4. Check for PFAS in any food-contact packaging and ask suppliers to confirm.
5. Put recyclability and recycled-content on your roadmap for the 2030 items — a supplier question now, not a scramble later.

Most of this is registration hygiene and a packaging review, not a rebuild. The expensive version is finding out on August 13 that a market went dark.
